18 October 2005  RSPCA praises Animal Welfare Bill
The RSPCA has lauded the government's Animal Welfare Bill, which was published on October 14th, believing it is "the most far reaching improvement to the welfare of animals for almost a century".

The new legislation creates a 'duty of care' for petowners to make sure they meet all the basic needs that their pet requires.

This includes sufficient food and water, any necessary veterinary treatment and a suitable living habitat.

While the Bill is aimed specifically at petowners who mistreat their animals, it should also go some way to highlighting the need to all petowners of the importance to take out pet insurance to look after their animals.

RSPCA director general, Jackie Ballard, said: "The new welfare offence will for the first time protect thousands of animals from enduring serious ongoing neglect each year, by legally obliging owners to care for them properly, something the RSPCA has been campaigning on for many, many years."
