19 January 2006 New pet care bill increases need for pet insurance
Pet owners will have an increasing responsibility to ensure they are up to date with their pets' vaccinations under the terms of the proposed Animal Welfare Bill. The bill will place a greater emphasis on the need for regular visits to the vet, increasing the necessity for pet insurance to guarantee that pet owners are able to meet the needs of their animals, reports UKPet.co.uk.
Anyone owning an animal, whether a pet owner, pet business, sanctuary or hobby club, will have to keep records including care routines and vets' bills for up to three years to ensure they have not fallen short of their duty of care.
Although the bill will place greater responsibilities for all involved with pets, it is thought it will be particularly burdensome for pet shops and pet care businesses.
Commenting on the bill, Janet Nunn, the chief executive officer of the Pet Care Trust, expressed support for the new duty of care but warned that: "At the moment, retailers would keep their sales register details for six to 12 months - this will routinely have to be three years and under lock and key under the Data Protection Act. How many of the nations pet shops will have the space for this extra paperwork?"
