The value of pets in Italy has been confirmed by the passing of new legislation that affords proper respect to all animals.

Extending beyond the basics of providing a home for the pet and ensuring that pet insurance is kept up to date to cover any eventuality, Italians may now face a hefty fine if they fail to treat their pets properly, including not walking the dog enough, or keeping fish in too small a bowl.

Writing in Taiwan News today, Ingrid Newkirk, president of People for the Ethical Treatment of Animals (PETA), said that Italians could be fined between €50 and €500 if they fail to treat their animals with "basic human decency".

Ms Newkirk quoted Monica Cirrina, the London city councillor responsible for animal welfare, who said that: "The civilization of a city can be measured by the way it looks after its pets.

"It is good to do whatever we can for our pets, who fill our existence with their attention in exchange for a little love."

With this growing awareness for a basic standard of care for animals, pet owners must acknowledge the requirements that must be met in owning an animal; from walking the dog regularly to being able to pay for vets' bills in the event of an accident.
